ITANAGAR, Dec 15: The Arunachal Pradesh Information Commission has imposed a penalty of Rs 25,000 on Lod Tanya, PIO cum Executive Engineer, PHE and WS Division Ziro for defying the orders of the commission in an appeal made by an information seeker.
The commission further directed the PIO to appear before the commission on or before January 20 next.

ITANAGAR, Dec 15: An amount of Rs. 51,000 has been provided as an accidental death benefit to nominee Tadar Pajak, wife of late Tadar Royee (beneficiary) under the Arunachal Pradesh Building & Other Construction Workers Welfare Board in a simple function at Koloriang on December 12 last. Late Royee, who died on Govt duty, was a casual high skilled labour under the office of Assistant Engineer, Nyapin Circle, Power department, Kurung Kumey district. Govt officers including Kurung Kumey District Library and Information Officer, Joram Taga, District Labour and Employment Officer, Kipa Tagia, Assistant Engineer (GREF), Vikram Pal, Assistant Engineer, Tame Nehi and Registering Officer (Welfare), Hage Obing were present on the occasion.
Both Kipa Tagia and Hage Obing requested to all the HoDs for timley deposit of 1 per cent cess to APB&OCWWB as per the Building & Other Construction Workers Welfare Cess Act,1996 (28 of 1996) to avoid any legal complicacies in future, according to an official release.

RKM doctors on strike after violent attack
ITANAGAR, Dec 15: The Ramakrishna Mission (RKM) Hospital, Doctors Association has decided to shutdown medical services including emergency starting from 1200 hrs Dec 16 to 0900 hours on Dec 18. The decision follows an assault on a Medical Officer who was physically assaulted and abused on Dec 13 while on night duty.
The RKM Doctors Association meanwhile has appealed to the concern authorities to provide adequate and permanent security in the hospital premises.
“Health officials should be allowed to perform their duties without fear. There needs to be a change in the mindset of the patient’s relatives and attendants towards the doctors”, a statement from the Doctors Association read.
Meanwhile, RKM Hospital sources have said that at around 12.00 midnight, a group of around 10 boys along with a girl came to the Emergency Room and created ruckus. Even before entering the Emergency Room, they were all shouting and carried a girl inside the Room. One of them violently shoved the doctor who came forward to attend to the patient. “They were all the while shouting and abusing the doctor and went to attack him physically. This violence is uncalled for and without any provocation. ” said another statement from the hospital.
In exchange of services that are being offered so selflessly by the doctors and paramedics, they have to face violence, beatings, verbal abuse, threats as rewards, a statement further read.
“The ones that are in the hospital, spending sleepless nights for your comfort and well being are brothers, sisters, sons, daughters of people from your own society. You come into a hospital for support and succour, not for violence”, the statement said.
A case has been registered at the Itanagar Police Station but the City Police is yet to arrest the culprits even though they have the CCTV footages of the ugly incident.
Contractual nurses appeal for early disbursement of salary
ITANAGAR, Dec 15: The All Arunachal Contractual Staff Nurse Association has appealed to the state government to release the pending salary of staff nurse working under National Health Mission at the earliest. The salary of staff nurse is pending since last 8 months starting from April 2014 to till date.
“Many of the staff nurse posted at interior and other places are starving as the government is yet to release the pending salary. Without any incentives and other allowance, the contractual staff nurse is working day and night to provide better service to the public, but the welfare of these nurses are never cared. Without salary, how can an individual survive,” the association questioned in a release.
The association has requested state government to release the pending salary, so that they can at least manage their daily needs and work devotedly, so as to provide best service to public.

CM assures steps to improve sports infrastructure
ITANAGAR, Dec 15: Chief Minister Nabam Tuki today appreciated the Arunachal football team which called on him here and exhorted them to work hard to keep state’s soccer flag fly high in national level.

Abdul Basit, Director of Audit & Pension said that it should be the prime duty of all heads of departments, heads of offices and dealing hands that the Pension Paper Orders (PPO) are handed over to the retiring Govt servants on the last date of retirement itself. He also said that such training develops discipline, punctuality and improves work culture. It also improves responsibility and dedication towards duties. Other important point of training is to make “impossible to possible," he said and advised the participants never to say ‘no’ or "impossible", rather one should remain positive and feel possible to do work. He further informed that Directorate of Audit & Pension has already issued "checklist" to all departments how to deal with pension cases. Once these check lists are kept in the dealing hand’s table & followed in right perspective, there is no room for making error in processing pension cases, he said.
“Usually Govt employees do not pay much serious attention on Pension cases from beginning of the career. It is often seen that at the verge of retirement, employees curiously try to learn pension cases at one go. As a result, many unwanted errors are committed, which further takes long time to correct them,” said ATI Director Pate Marik. That the coercive diplomacy to bind down the government doesn't work as always and that it should be well understood that the solution to Lower Siang imbroglio needs diplomatic solutions and not confrontation. It should also be known that there is no excuse to agitate against the Government of Arunachal Pradesh who has introduced the Lower Siang Bill in the Assembly and successfully passed it further notifying and declaring Lower Siang district in the State Gazette. More efforts needed to bring down the prices
There is some good news for the citizens as wholesale price inflation hit a zero level in November, the lowest in about five and half years, on account of decline in prices of food, fuel and manufactured items. The Wholesale Price Index (WPI) based inflation was at 1.77 per cent in October and 7.52 per cent in November 2013. As per data released by the government on Monday, the food inflation fell to nearly three year low of 0.63 per cent. Food inflation is on decline since May. This is probably the first time when WPI inflation has hit exact zero level.
Experts attribute declining global crude oil price as one of the reasons for coming down of the inflation. However sadly our government has raised excise duty thereby not giving chance to the consumers to bear the wholesome fruit of the sliding down of crude oil prices. When fuel consumers across the country were in a celebratory mood with petrol and diesel prices coming down by Rs.10 and Rs.6, respectively, since Narendra Modi assumed office in May, the Union Finance Ministry decided to play spoilsport. On November 12, the Government raised excise duty by Rs.1.50 per litre on both petrol and diesel. On December 2, the duty on petrol was raised by Rs.2.25 per litre and on diesel by Re 1 a litre. This is like cheating the people of India. The government of India will have to take more bold initiatives in days to come so as to control the price rise.

When will this apathy on Yobin people end?

Some misinformed people doubt about the Arunachal Tribal Identity of the Yobin Community. This is a pity. Let us lay down the truth for all to see.
If you choose to look, you will find that the Yobin Tribe is 100% Tribal, Arunachalee
& aboriginal. And here’s why:-

The Yobin occupation of Dawodi/Vijoynagar region precedes Indian occupancy of the

So, the argument is: How come, you came to our land, and we are not recognized natives of our land?
The “Authorized Legal Document of Government of India” which is the Gazetteer of
India, declares YOBIN a local Tribe of Tirap District. See this is how it reads:
“ The Yobins, also called Lisus, migrated from across the Patkai range in the forties
of the present century and settled in several villages along the Noa-
The NCST (NATIONAL COMMISSION FOR SCHEDULED TRIBES) in its 60th meeting observed on Yobin ST issue. It basically says that the State Government must issue Community Certificates to the Yobin Community if the Yobins is no doubt a Tribe of the State. And this is the in line with the Presidential Order (1956). Look at the quotation:
“Given the circumstances and the views of the State Government of Arunachal Pradesh that the YOBIN Community is being disadvantaged by lack of mention of the YOBIN Community and denial of Community Certificates, the Commission if of the view that the original intention in the Presidential Order needs to be understood and followed scrupulously. … No amendment of the Presidential Order is accordingly required given its provisions, which are also not in conflict with the judgment of the Supreme Court”. ( Ref. “F.No. 1/10/2014 – Coord”. Agenda III)
The RGI (Registrar General of India) supports the Yobin Community. The RGI has already
recommended Yobin ST Case to the Ministry of Tribal Affairs. Look at every Census
publication. RGI puts Yobin under “Scheduled Tribe”. RGI always made its stand clear
on Yobin Community. Eg Ref. “A-
The Govt of Arunachal Pradesh authenticates YOBIN APST claim. Look at the statement:
“… it is seen that the demand of Yobin Tribe which is also supported by the Cabinet
and other public representatives of the State of Arunachal Pradesh is genuine and
well deserving of positive response from the Government of India…” (Ref. “FILE NO-
The local fellow Tribes-
Yobin fulfils the Const Article 342. The Constitution of India, in the Article 342 says in essence that Communities are notified as Scheduled Tribes if they have five basic characteristics which are: (1) Distinct Culture. (2) Geographical Isolation. (3) Primitive Traits. (4) Economic backwardness and (5) Shyness from Society at large.
The Yobin Community qualifies in all of these criteria as the Govt. Gazetted Yobin Ethnography has it.
The above facts are more than enough to convince any normal person that the Yobin is very much Tribal and very much Arunachalee. However, in case some are not willing to look, see the next factor.
The last and the most powerful one-
The Yobin Community believe that the Presidential Order cannot be contravened or compromised or be neglected by any other authority in India.
Yet, it seems to have been. For the Yobin Community is not attended to.
We therefore demand from the concerned ST authorities to give an answer to the Yobin Community:
Is Yobin an Arunachalee Tribe or No?
If we are, on what basis the SC/ST Presidential Order 1956 has been illegally withheld from the YOBIN Tribe?
If it was an error, what justification is there for not rectifying it for all these decades? When will this apathy on Yobin people end?
When will the presidential Ordered be complied with?
We are not demanding anything new or special.
We are just claiming what is already ours constitutionally.
We are already embarrassed for asking ST over and over again all these decades.
Please humiliate us no more! Let everyone speak for justice.

Diwali seems like ages ago. But still the trend of jandi munda continues unabated especially in Daying Ering Colony and just outside SIRD office. Every night is a scene of drunken brawls, arguments about how much one has lost. The district administration should put an end to this menace by conducting regular patrolling in plainclothes. Because the moment the spotter deployed by the organiser spots patrol car he alerts them and everyone flees. The moment the police are gone, they resume their play.
It is an ardent appeal to the district administration to stop this practice, where hard earned money is squandered in seconds, where brawls happen regularly.
