Penalty on PIO

ITANAGAR, Dec 15: The Arunachal Pradesh Information Commission has imposed a penalty of Rs 25,000 on Lod Tanya, PIO cum Executive Engineer, PHE and WS Division Ziro for defying the orders of the commission in an appeal made by an information seeker.

The commission further directed the PIO to appear before the commission on or before January 20 next.

 

Commendation award for Arunachal

Itanagar, Dec 15: Government of India, Ministry of Agriculture has selected Arunachal Pradesh for a commendation Award under total food grain category 2013-14. The award consists of a citation and cash amount of Rs. 1.00 crore which will be presented in a function to be held soon. This was communicated by the Union Minister of Agriculture Radha Mohan Singh through a letter to Minister, Agriculture Chowna Mein on December 11 last.

Mein has said “such awards and recognition from the Government of India is very encouraging, this will motivate and inspire the department and the farmers alike to go ahead in the agriculture sector in a big way.”  

 

Social and educational awareness camp held

ITANAGAR, Dec 15: All Bameng, Khenewa and Lada Students’ Union conducted social and educational awareness camp at Bameng, Khenewa and Lada circles from December 1 to 10 last.

During the 10 days long camp, the team visited various schools and interacted with the students, teachers and public and highlighted on abolition of child marriage system, early marriage, polygamy and caste system, role of school management committee, RTE including Mid Day Meal scheme.

The team also visited various schools and interacted with the students and teachers during the tour.

 

ATWS asks treatment for dying Mithuns

ITANAGAR, Dec 15: Claiming that more than 50 Mithuns died within a week in mysterious manner in Homi, Rangha, Doga and Mangne villages under Tali Circle in Kurung Kumey district, the Abu Taling Welfare Society (ATWS) has called upon the concern authority for providing necessary treatment.

 

Workers’ Board provides accidental death benefit

ITANAGAR, Dec 15: An amount of Rs. 51,000 has been provided as an accidental death benefit to nominee Tadar  Pajak, wife of  late Tadar Royee (beneficiary) under the Arunachal Pradesh Building & Other Construction Workers Welfare Board in a simple function at Koloriang on December 12 last. Late Royee, who died on Govt duty, was a casual high skilled labour under the office of Assistant Engineer, Nyapin Circle, Power department, Kurung Kumey district. Govt officers including Kurung Kumey District Library and Information Officer, Joram Taga, District Labour and Employment Officer, Kipa Tagia, Assistant Engineer (GREF), Vikram Pal,  Assistant Engineer, Tame Nehi  and  Registering Officer (Welfare), Hage Obing were present on the occasion.

Both Kipa Tagia and Hage Obing requested to all the HoDs for timley deposit of 1 per cent cess to APB&OCWWB as per the Building & Other Construction Workers Welfare Cess Act,1996 (28 of 1996) to  avoid any legal complicacies in future, according to an official release.

ITANAGAR, Dec 15: C-Sector Youth Welfare Association, Naharlagun conducted social service at C Sector on December 13 and 14 last.

The volunteers cleaned the drainages and garbage during the two days social service.

 

Correction

The first sentence of the news item under heading “Fishing hunting prohibited……” published on January 15 edition of this daily should be read as, “The public of Lichi-Cher Panchayat in a meeting yesterday decided to impose a blanket ban on illegal fishing and hunting within the jurisdiction of Lichi-Cher Panchayat with immediate effect.” The mistake in the sentence with omission of the word ‘ban’ that cropped up due to typing error is regretted.

RKM doctors on strike after violent attack

ITANAGAR, Dec 15: The Ramakrishna Mission (RKM) Hospital, Doctors Association has decided to shutdown medical services including emergency starting from 1200 hrs Dec 16 to 0900 hours on Dec 18. The decision follows an assault on a Medical Officer who was physically assaulted and abused on Dec 13 while on night duty.

The RKM Doctors Association meanwhile has appealed to the concern authorities to provide adequate and permanent security in the hospital premises.  

“Health officials should be allowed to perform their duties without fear. There needs to be a change in the mindset of the patient’s relatives and attendants towards the doctors”, a statement from the Doctors Association read.

Meanwhile, RKM Hospital sources have said that at around 12.00 midnight, a group of around 10 boys along with a girl came to the Emergency Room and created ruckus. Even before entering the Emergency Room, they were all shouting and carried a girl inside the Room. One of them violently shoved the doctor who came forward to attend to the patient. “They were all the while shouting and abusing the doctor and went to attack him physically. This violence is uncalled for and without any provocation. ” said another statement from the hospital.

In exchange of services that are being  offered so selflessly by the doctors and paramedics, they have to face violence, beatings, verbal abuse, threats as rewards, a statement further read.

“The ones that are in the hospital, spending sleepless nights for your comfort and well being are brothers, sisters, sons, daughters of people from your own society. You come into a hospital for support and succour, not for violence”, the statement said.

A case has been registered at the Itanagar Police Station but the City Police is yet to arrest the culprits even though they have the CCTV footages of the ugly incident.

 

 

Contractual nurses appeal for early disbursement of salary

ITANAGAR, Dec 15: The All Arunachal Contractual Staff Nurse Association has appealed to the state government to release the pending salary of staff nurse working under National Health Mission at the earliest. The salary of staff nurse is pending since last 8 months starting from April 2014 to till date.

“Many of the staff nurse posted at interior and other places are starving as the government is yet to release the pending salary. Without any incentives and other allowance, the contractual staff nurse is working day and night to provide better service to the public, but the welfare of these nurses are never cared. Without salary, how can an individual survive,” the association questioned in a release.

The association has requested state government to release the pending salary, so that they can at least manage their daily needs and work devotedly, so as to provide best service to public.

 

 

Governor expresses concern

ITANAGAR, Dec 15: Governor of Arunachal Pradesh Lt. Gen (Retd) Nirbhay Sharma expressed the concerns of the people of North Eastern region regarding their safety and security in Karnataka. He said this during a meeting with the Governor of Karnataka Vajubhai Vala at Raj Bhawan, Bangalore on Dec11. In the meeting, they discussed on various issues which will benefit both the states.

The Governor, who is on a three-day visit to the State, attended the Poongli Festival, which commemorates the triumph of Para troop Regiment in capturing and controlling the Poongli Bridge in 1971 Indo-Bangladesh war. He interacted with all the serving and non-serving staff of the 2 Parachute regiment.

Addressing a Sainik Sammelan, the Governor, who took part in the 1971 war, recalled the gallantry of the Para troopers in the war. He reiterated the acts of valour and bravery, but exhorted at the same time not to dwell upon past glories and always be ready for the present and future contingencies.

Earlier the Commanding Officer, Col Dhiraj Thapa, 2 Parachute Regiment gave an update of the unit highlighting the selection, recruitment and training of 2 Parachute Regiment to the select gathering of senior officers.

As a part of the Conference of Parachute regiments at Parachute Regimental Training Centre, Bangalore, the Governor laid wreath at War Memorial, PRTC, Bangalore honouring the fallen comrades in the line of duty so far.

 

 

Naharlagun Utd. beat Papa FC 2-1 in Veteran Cup opener

ITANAGAR, Dec 15: Defending champion Naharlagun United FC came from behind to defeat Papa FC 2-1 in the inaugural match in the 2nd State Level Veteran Cup Football Tournament at Rajiv Gandhi Stadium, Naharlagun today.

The match started on an attacking note with both the teams creating some good scoring opportunities but it was Gungte Rovi of Papa FC who drew the first blood (1-0).

Though it was a match of veteran players above 30 years as the name of the tournament suggests, age was never a factor for the players of both sides in presenting a high-voltage game.

Stung by the early goal, the defending champion made all out efforts to restore parity but their efforts were successfully thwarted by their rivals.

Papa FC was able to maintain the lead until the end of the first half.

In desperate search of the equalizer, Naharlagun United conducted multiple raids on opponents’ territory after making few substitutions after the interval. Their efforts bore fruits when Koj Tatung scored the equalizer few minutes after the interval which drew wild celebration at Naharlagun United camp. The celebration of the first goal was still to calm down when Tage That put Naharlagun United ahead by scoring the second goal.

Though Naharlagun United won the match by a slender margin of 2-1, there was every possibility of winning the match by the either side if the players of both the team could have converted the chances that were missed.

Arunachal United FC will lock horns with Siang Highlanders in the first match tomorrow at 12.30 pm while E&K’s FC will take on Kurung Kumey Veteran FC in the second match at 2 pm.

 

 

Forum demands action

ITANAGAR, Dec 15: The Itanagar-Banderdewa Highway Land Affected People Forum (IBHLAPF) has urged the state Govt to take immediate action against U M Sambarkar, Superintendent Engineer & Regional Officer (MORT&H) Itanagar for furnishing “false information” to Govt. of India regarding construction of four-lane Itanagar-Banderdewa highway.

In a two-point memorandum addressed to the Chief Minister and Chief Secretary of the state, the Forum further  said that state Govt should intervene immediately and obtain sanction for Central Govt for construction of the Itanagar-Banderdewa highway as per the proposal submitted by the  state PWD.

Justifying its allegation against the officer, the Forum claimed that capital district administration, Power and PHE departments had submitted the estimate for land acquisition three months ago to the state PWD. Instead of recommending the proposal submitted by the PWD, Sambarkar had made whole lots of observation and queries.

After completion of all official procedures, the officer has submitted false information to Chief Engineer (NER) Ministry of Road Transport & Highway, New Delhi recently in connection with the construction of 4 Lane National Highway from Itanagar to Banderdewa, the Forum alleged adding “Sambarkar had stated that the state PWD did not clarify his observations, whereas as per record the state PWD had given all clarifications/justifications.

Giving a photographic evidence, the Forum said that the said officer should visit the foundation stone which was laid by then Road Transport and Highway Minister Oscar Fernandes on Oct 3, 2013 for Itanagar-Banderdewa four lane road. It demanded fulfillment of its demands within a fortnight to avoid stir.

 

 

CM assures steps to improve sports infrastructure

ITANAGAR, Dec 15: Chief Minister Nabam Tuki today appreciated the Arunachal football team which called on him here and exhorted them to work hard to keep state’s soccer flag fly high in national level.

Interacting with the team led by Captain Tarh Rajkumar, coach Kipa Bharat and assistant coach T B Wanja, the CM highlighted the priority that his government gives to games and sports sector and assured immediate steps to improve sports infrastructure.

Earlier, the team sought the support of the CM in improving sports infrastructure, particularly Rajiv Gandhi Stadium and other facilities to improve the standard of the game. “Until and unless the players practice in a good stadium, they cannot compete in regional and national level,” Arunachal Pradesh Football Association (APFA) assistant secretary Ajay Kipa, who accompanied the team along with secretary G Doke, quoted both the coaches as informing the CM.

The APFA members conveyed their displeasure about the unprofessional management of National Level North East Sports Competition (NLNESC)-2014 by the sports and youth affairs department to the CM and pleaded for remedial steps to avoid repetition of such blunders in future, to protect state’s honour.

Though football made entry into the just concluded NLNESC-2014 lately only at the intervention of the CM but lady luck played spoilsports as potential Arunachal team lost opportunities by a flicker to win better position, instead of third position.

APFA president Takam Sanjoy, while facilitating the players at a function here late Sunday evening, said that victory and defeat are two sides of the same coin in every game.

The state team has created a record in sports history of the state by winning bronze medal which is an achievement to energise the team to prepare for a brighter tomorrow.

He regretted that Arunachal team lost in penalty shootout because of the blunder committed by a player who faltered by committing handball in D-box area or else Arunachal would have won silver if not gold.

Such silly mistakes at national level competitions are inexcusable, he said expressing his disappointment.

He said that “We defeated Tripura in the first match by 1-0 with a lone goal by Pani Raju, but lost to Mizoram by 1-0 and entered semi-final in which Arunachal was defeated by Meghalaya by 6-5 in penalty shootout. Arunachal took on and defeated Mizoram by 1-0 to win the third place”.

Sanjoy appreciated the all out efforts of both team coaches which helped win the glory.

 

 

Cleanliness drive conducted in Juvenile House

RUKSIN, Dec 15: As part of Swachh Bharat Abhiyan, the staffs of Child Development and Woman Welfare department in East Siang recently conducted a cleanliness programme inside Pasighat Juvenile Home premises.

The child welfare officer of Pasighat Juvenile Home, Mazing Taying, who initiated the cleaning programme, informed that the employees cleansed up the drainage besides cutting the weeds in a vast 2-hectare area in the house premise in self help basis.

The Juvenile Home at Pasighat runs under state’s social welfare department is the lone juvenile home in the state, which receives juvenile inmates forwarded from all districts.

Looking after the day-long cleaning programme, the deputy director (ICDS) cum District Child Protection Officer, Ponung Ering (Angu) strictly instructed the staffs concerned to maintain sanitary condition in and around the juvenile home.

 

 

Training programme on ‘Pension Rules & Retirement Benefits’

ITANAGAR, Dec 15: A week-long training programme on “Pension Rules & Retirement Benefits" for Govt officers commenced at Administrative Training Institute Naharlagun today. Altogether 31 officials from AP Civil Secretariat, head of offices & Legislative Assembly Secretariat, who are mainly dealing hands are attending the programme under the 100  per cent course fee sponsorship of DoPT, GoI.

Attending the inaugural function Md. Abdul Basit, Director of Audit & Pension  said that it should be the prime duty of all heads of  departments, heads of offices and dealing hands that the Pension Paper Orders (PPO) are handed over to the retiring Govt servants on the last date of retirement itself. He also said that such training develops discipline, punctuality and improves work culture. It also improves responsibility and dedication towards duties. Other important point of training is to make “impossible to possible," he said and advised the participants never to say ‘no’ or "impossible", rather one should remain positive and feel possible to do work. He further informed that Directorate of Audit & Pension has already issued "checklist" to all departments how to deal with pension cases. Once these check lists are kept in the dealing hand’s table & followed in right perspective, there is no room for making error in processing pension cases, he said.

“Usually Govt employees do not pay much serious attention on Pension cases from beginning of the career. It is often seen that at the verge of retirement, employees curiously try to learn pension cases at one go. As a result, many unwanted errors are committed, which further takes long time to correct them,” said ATI Director Pate Marik. To avoid such situation, the Director has advised the participants to pay utmost attention in the training programme so as to acquaint the rules without any error.

J K Bhattacharya, FAO (ATI)-cum-Course Director of the programme, T. Lodo, (Rtd. DD, ATI) -cum- SNO (ITP) & Course coordinator of the programme also spoke on the occasion.

 

 

RGU workshop on Econometrics

Itanagar, Dec 15: The Centre for Development Studies (CDS), Department of Economics, Rajiv Gandhi University is organizing a two -week workshop on ‘Econometrics:-Practice & Research’ which started on December 15.

The inaugural session was chaired by Vice-Chancellor, Rajiv Gandhi University, Prof Tamo Mibang,.

Prof Mibang urged the participants to concentrate on their area of research and add value with the use of econometrics as a tool for empirical analysis.

Prof. A. Mitra Coordinator, CDS called for fusion of theoretical and practical knowledge in order to capture relationships as well as variations in dataset for high-end research.

Prof. Mitra highlighted that CDS was established in 2013 to accelerate quality and innovative research work in the field of economics as a proud beneficiary of a corpus fund of Rs. 10 crores sanctioned by Ministry of Finance, Govt. of India through the Union budget 2012 recommendation.

Prof. S. K. Nayak, Dean, Faculty of Social Science opined that the Centre has the potential to become an apex body of research in India.

More than 45 participants including faculty members, researchers from various disciplines are participating in the workshop.

 

 

Representatives of Likabali meet CM

ITANAGAR, Dec 15: The public representatives of 28th Likabali constituency today met the Chief Minister in his office seeking early notification of Likabali as the functional headquarter of Lower Siang district considering the recurring interstate boundary tension between Assam and Arunachal.

The delegates, which included all the three ZPM's and Anchal Chairpersons of the constituency, prominent leaders, members of Likabali Elite Society besides the Congress block president, Mandal president BJP and the local MLA Jomde Kena, also reiterated their demand to select 'Sikirima' as the permanent headquarter and said that the survey and study of its feasibility should be given the first priority to the people of Nari-Koyu constituency.

Informing this in a press release, it claimed that the Chief Minister has assured his keenness in resolving the issue of the headquarter of Lower Siang district as early as possible and has advised the people of the Lower Siang to refrain from illogical strikes and bandh calls and emphasized that the Lower Siang district was commissioned for peace and prosperity of the entire region and hence it is illogical to resort to any unlawful means and agitation and that the people should live in harmony.

That the coercive diplomacy to bind down the government doesn't work as always and that it should be well understood that the solution to Lower Siang imbroglio needs diplomatic solutions and not confrontation. It should also be known that there is no excuse to agitate against the Government of Arunachal Pradesh who has introduced the Lower Siang Bill in the Assembly and successfully passed it further notifying and declaring Lower Siang district in the State Gazette. And in fact we should be obliged and grateful to the government of Arunachal Pradesh. The facts remain that the onus also lies on our part to draw consensus on selecting the permanent headquarters of Lower Siang equally,’ the release further added terming the just concluded 96 hours Lower Siang bandh as uncalled for and misleading.

 

 

Namo India product launched

ITANAGAR, Dec 15: The produce from Gujarat based ‘Namo India’ industrial unit dedicated to Prime Minister Narendra Modi was today launched at Arunachal Press Club by state BJP President Tai Tagak. While addressing the presspersons, Tagak expressed hope that launching of Namo India product in Arunachal will help youth to get employment opportunities and also lead to national integration.

Namo India products include T-shirts, cap, mug, books on Narendra Modi, pen, watch etc. Keeping in line with BJP’s ideology, the T-shirts are printed with picture of Bhagat Singh, Swami Vivekananda, Subhas Chandra Bose, Lord Shiva and symbol of Om. Highlighting the aim of Namo India, its NE incharge Sanjay Jha informed that they want to overthrow Chinese product from Indian market and ensure selling of only local produce.

“This industry started in the year 2012 from Gujarat and at present we produce 200 items. But now we want to take this to whole country. In Arunachal, soon we are going to start out first store and hopefully it will grow,” said Jha. He also added that they are contemplating to add local Arunachalee products as part of Namo India in the future.

Meanwhile, party president Tai Tagak informed that BJP has not decided yet about fielding candidate from Liromoba assembly constituency which fell vacant due to untimely demise of former Chief Minister Jarbom Gamlin. “For now our thoughts and prayers are with the family member of late Gamlin. We will take appropriate decision at right time,” said Tagak.

State BJP general secretary Dominic Tadar was also present on the occasion.

 

 

Team inspects water supply source

ITANAGAR, Dec 15: Implementation of water supply scheme under National Rural Drinking Water Programme at Langchung village was inspected by block level monitoring team of Sagalee block on Dec 11.

The team comprising Sagalee ADC, EE PHED Yupia and village panchayat lead by Sagalee Anchal Chairperson Techi Kaha besides village elders and youths visited the intake structure at water source point, water treatment plant and pipe distribution system.

Yupia PHE Executive Engineer Bamang Tadh, while presiding a public meeting in the village lauded the active participation and cooperation of PRI members and villagers for timely and successful completion of scheme.

He urged the villagers to maintain the asset created through VWSC by taking over it from the department as per government’s power and function empowered to them. He also inform that the department is strictly ensuring water supply connections to all the institutions like schools, Anganwadi centres and health sub-centres besides every house hold in the village without which the payment of contractors are not released.

To ensure the compliance of orders a completion from the PRIs through Anchal Samity and Zilla Parishad Member are obtained, he further informed.

Sagalee ADC Jalash Pertin who monitored the village water scheme implemented by PHE Yupia Division has expressed his full satisfaction on the work quality and appreciated the department for facilitating the monitoring programme which is actually mandatory for all the works executing agencies. He spoke on the need for adequate protection measures in the source point. He also asked the panchayat to hold Gram Sabha in the village to chalk out the development plan while stressing on the need of bottom to top planning process.

 

 

Declare Boleng as HQs of Siang dist.: SDYA

ITANAGAR, Dec 15: The Siang District Youth Association (SDYA) has urged the state government to reconsider its earlier notification (No. DAD-11/2001/597 Dtd Nov 24, 2014) declaring Pangin as the temporary headquarters of Siang district and declare Boleng as the headquarters of the new district.

Expressing its strong reservation over declaration of Pangin as the temporary headquarters of Siang district until establishment of permanent headquarters at Nyobo (Perang-Lampang) nullifying the District Headquarters Selection Committees’ recommendation in favor of Boleng, the SDYA in a representation to Chief Minister has sought his intervention in early declaration of Boleng as the headquarters of Siang district in the greater interest of general public.

It alleged that the MLA of Pangin-Boleng Assembly Constituency had misused the government machinery in terms of compelling it to sign on report regarding feasibility and availability of government infrastructure at Pangin for establishment of temporary headquarters only to fulfill his wishes and desires.

On investigation, the representation claimed to have found that the WT message No. DAD-11/2001/532 issued by Under Secretary was not shown to in-charge ADC at the time of signing and all correspondences were made informally. It also claimed that the seal of the Boleng is found to have been forged after it was compared with the sample of the original seal obtained through RTI.

Further, Adi Bane Kebang, the supreme council of Adi Kebang system had also recommended in favor of Boleng and copy of recommendation letter was also submitted to the Chief Minister on November 15 this year.

Providing more papers in favour of establishment of the district headquarters at Boleng, the representation said that an area of land measuring 17,217 Sqm. was already earmarked at Boleng for development of infrastructure by an order issued by then East Siang Deputy Commissioner RK Mishra in December, 2012. Further, majority of public attended in the Bogum Bokang held in November 30 have voted in favour of Boleng, the representation claimed.

More efforts needed to bring down the prices

There is some good news for the citizens as wholesale price inflation hit a zero level in November, the lowest in about five and half years, on account of decline in prices of food, fuel and manufactured items.  The Wholesale Price Index (WPI) based inflation was at 1.77 per cent in October and 7.52 per cent in November 2013. As per data released by the government on Monday, the food inflation fell to nearly three year low of 0.63 per cent. Food inflation is on decline since May. This is probably the first time when WPI inflation has hit exact zero level.

Experts attribute declining global crude oil price as one of the reasons for coming down of the inflation. However sadly our government has raised excise duty thereby not giving chance to the consumers to bear the wholesome fruit of the sliding down of crude oil prices. When fuel consumers across the country were in a celebratory mood with petrol and diesel prices coming down by Rs.10 and Rs.6, respectively, since Narendra Modi assumed office in May, the Union Finance Ministry decided to play spoilsport. On November 12, the Government raised excise duty by Rs.1.50 per litre on both petrol and diesel. On December 2, the duty on petrol was raised by Rs.2.25 per litre and on diesel by Re 1 a litre. This is like cheating the people of India. The government of India will have to take more  bold initiatives in days to come so as to control the price rise.

When will this apathy on Yobin people end?

Dear Editor,

Some misinformed people doubt about the Arunachal Tribal Identity of the Yobin Community. This is a pity. Let us lay down the truth for all to see.

If you choose to look, you will find that the Yobin Tribe is 100% Tribal, Arunachalee & aboriginal. And here’s why:-

The Yobin inhabited region of Dawodi/Vijoynagar fell into Indian Territory in the year 1972 when the Indo-Burma boundary was demarcated in that year. This is what the Government record has to say,

“It may be noted that it was only in 1972 that joint teams of India & Myanmar undertook boundary survey and Boundary Pillars were erected. It is common knowledge that Yobins at that time had helped the Govt authorities in demarcation of the international boundary line & do so even today when boundary Pillars are examined…” (Ref: “FILE NO-SECY (SW)SC/ST (IN-EX)99”. Page 3 GoAP.

So the logic says, If Dawodi or Vijoynagar became part of Arunachal Pradesh, so does its residents, the Yobins.

The Yobin occupation of Dawodi/Vijoynagar region precedes Indian occupancy of the same area. Look at authentic records- “NORTH EAST TRILOGY- III, Children of the Dawn”. Page 28 as quoted by the GoAP and Cross Refer to: “FILE NO-SECY (SW)SC/ST (IN-EX)99” GoAP.  “… From the available records it is seen that the area was brought under Indian territory after the Military Expedition OP SRIJITGA, led by the then Late Major Sumer Singh of the 7th Assam Rifles which landed in the territory of the YOBIN Tribe in May 1961 & flew the Tricolor for the first time on 7 May at the border and at Sidi (Gandhigram) on 12 May 1961. … It is understood that prior to the referred expedition the area was undiscovered/No-man’s land. …”.

So, the argument is: How come, you came to our land, and we are not recognized natives of our land?

The “Authorized Legal Document of Government of India” which is the Gazetteer of India, declares YOBIN a local Tribe of Tirap District. See this is how it reads: “ The Yobins, also called Lisus, migrated from across the Patkai range in the forties of the present century and settled in several villages along the Noa-Dihing river in the Vijoynagar area of Tirap District. … Captain B.E.A. Pritchard wrote of the Yobins in 1912 that both sexes of all ages wear short untidy queues… long hempen overcoats…”. (Ref. ”GAZETTEER OF INDIA- ARUNACHAL PRADESH-TIRAP DISTRICT, ©1980, SHILLONG”. CHAPTER III /PEOPLE- Under the heading “TRIBES” page 46&90)

The NCST (NATIONAL COMMISSION FOR SCHEDULED TRIBES) in its 60th meeting observed on Yobin ST issue. It basically says that the State Government must issue Community Certificates to the Yobin Community if the Yobins is no doubt a Tribe of the State. And this is the in line with the Presidential Order (1956). Look at the quotation:

“Given the circumstances and the views of the State Government of Arunachal Pradesh that the YOBIN Community is being disadvantaged by lack of mention of the YOBIN Community and denial of Community Certificates, the Commission if of the view that the original intention in the Presidential Order needs to be understood and followed scrupulously. … No amendment of the Presidential Order is accordingly required given its provisions, which are also not in conflict with the judgment of the Supreme Court”. ( Ref. “F.No. 1/10/2014 – Coord”. Agenda III)

The RGI (Registrar General of India) supports the Yobin Community. The RGI has already recommended Yobin ST Case to the Ministry of Tribal Affairs. Look at every Census publication. RGI puts Yobin under “Scheduled Tribe”. RGI always made its stand clear on Yobin Community. Eg Ref. “A-11 State Primary Census for Individual Scheduled Tribe-2001”. Page 68.

The Govt of Arunachal Pradesh authenticates YOBIN APST claim. Look at the statement: “… it is seen that the demand of Yobin Tribe which is also supported by the Cabinet and other public representatives of the State of Arunachal Pradesh is genuine and well deserving of positive response from the Government of India…” (Ref. “FILE NO-SECY (SW)SC/ST (IN-EX)99”. GoAP. Pg 5 Last para).

The local fellow Tribes- The Singpho and the Tangsa public leaders have given their support towards Yobin ST Struggle in writing since two decades. Their recommendation letters are still with Yobin Community.

Yobin fulfils the Const Article 342. The Constitution of India, in the Article 342 says in essence that Communities are notified as Scheduled Tribes if they have five basic characteristics which are: (1) Distinct Culture. (2) Geographical Isolation. (3) Primitive Traits. (4) Economic backwardness and (5) Shyness from Society at large.

The Yobin Community qualifies in all of these criteria as the Govt. Gazetted Yobin Ethnography has it.

The above facts are more than enough to convince any normal person that the Yobin is very much Tribal and very much Arunachalee.  However, in case some are not willing to look, see the next factor.

The last and the most powerful one- The Presidential Order. We know that the President of India is the head of the Country. His Excellency is above Parliament, and above Supreme Court of India. And the President of India has ordered that in “NEFA… ALL TRIBES…” are Scheduled Tribes… including… (12 names listed) …” And this order was issued in 1956 and is called “Scheduled Castes & Scheduled Tribes Lists (Modification) Order 1956”. And this order was notified through: the “Gazette of India, EXTRA ORDINARY, PART II, SECTION 3, …, NEW DELHI OCTOBER, Monday 29th  1956.  Please note that this Presidential Order was given 5 years before Arunachal’s first Census which was done in 1961!  Please note that this Order has not been revised. And this Order is not difficult to interpret or understand. It simply says… “All Tribes of Nefa…”. This is unique to Arunachal Pradesh. All Tribes included. Well almost All,  for the YOBIN is still alienated.

The Yobin Community believe that the Presidential Order cannot be contravened or compromised or be neglected by any other authority in India.

Yet, it seems to have been. For the Yobin Community is not attended to.

We therefore demand from the concerned ST authorities to give an answer to the Yobin Community:

Is Yobin an Arunachalee Tribe or No?

If we are, on what basis the SC/ST Presidential Order 1956 has been illegally withheld from the YOBIN Tribe?

If it was an error, what justification is there for not rectifying it for all these decades? When will this apathy on Yobin people end?

When will the presidential Ordered be complied with?

We are not demanding anything new or special.

We are just claiming what is already ours constitutionally.

We are already embarrassed for asking ST over and over again all these decades.

Please humiliate us no more!  Let everyone speak for justice.

Jandi-munda and police  

Dear Editor,

Diwali seems like ages ago. But still the trend of jandi munda continues unabated especially in Daying Ering Colony and just outside SIRD office. Every night is a scene of drunken brawls, arguments about how much one has lost. The district administration should put an end to this menace by conducting regular patrolling in plainclothes. Because the moment the spotter deployed by the organiser spots patrol car he alerts them and everyone flees. The moment the police are gone, they resume their play.

It is an ardent appeal to the district administration to stop this practice, where hard earned money is squandered in seconds, where brawls happen regularly.
